Parameters

Degrees  Double

The degrees value to convert

DegDelim  String

The delimiter string separating degrees

MinDelim  String

The delimiter string to append to the minutes

MinDecimalDigits  Int32

The number of digits after the decimal point on the minutes part

Return Value

If you need a leading plus sign, you must prepend it yourself. The delimiters are not restricted to single characters.
