Key String: Name of this item in the cache. The key is case sensitive.
Value Object: Object to be stored in the cache.
CacheTime Double: Time in seconds before the item will be automatically removed from the cache.

Any existing item in the cache with the same name will be overwritten.

InvalidValueException	When CacheTime is negative.
